On February 23, the Tonga National Disaster Risk Management Office and the Tonga Meteorological Service issued consecutive warnings, stating that TD09F has intensified into a tropical cyclone. It is expected to bring strong winds and heavy rainfall to Tongatapu, Eua , Vava'u, and Ha'apai between February 23 and 27.

The Tonga Meteorological Service has issued a tropical cyclone warning for the Niuas, a tropical cyclone alert for Vavaʻu and Haʻapai, and a strong wind warning for Tongatapu.
